3.1.2 - At the start of data collection
What are the key steps to engage your stakeholders throughout the approach?

The method defines the expected outputs, that is to say the messages and content to be conveyed within the framework of the Stakeholder engagement.
Conversely, the method is intended to be flexible and does not impose specific means, tools or formats. Some resources are proposed in the annex to provide a few inspiring examples.
Here are the various recommendations that make it possible to meet the requirements in terms of Stakeholder engagement:

The method recommends facilitating this Stakeholder engagement phase prior to data collection, therefore prior to thestep 4 - accounting.
Optional Stakeholder engagement action for a Beginner level: criteria H1, I1 and J1
At the start of data collection, a 🙋 Empowerment of contacts is recommended. The messages and content to be communicated are:
For stakeholders targeted by the data collection: inform the resource persons (data holders) in advance about the importance of everyone’s engagement in the data collection.
👥 It targets at least the people identified as holders of data to be collected. As a reminder, this identification comes from thestep 4.2.

The method does not require the use of specific awareness-raising tools or formats, provided the above messages are conveyed. Nevertheless, it is recommended to adopt an empowerment (or managerial) stance to energise the collection phase, rather than mere awareness-raising. Layer strategic and technical messages to those who will operationally contribute to making the data available.
Intermediate level: criteria H2, I2 and J2
At the start of data collection, a 🙋 Empowerment of contacts is expected. The messages and content to be communicated are:
For stakeholders targeted by the data collection: inform the resource persons (data holders) in advance about the importance of everyone’s engagement in the data collection. Explain the relevance of the sought data (raise awareness about the importance of physical data, about the order of magnitude of the activity data in GHG emissions, concrete examples of how the organisation uses the data).
👥 It targets at least the people identified as holders of data to be collected. As a reminder, this identification comes from thestep 4.2.

The method does not require the use of specific awareness tools or formats, as long as the above messages are conveyed. Nevertheless several formats are proposed :
Include "Did you know?" boxes in the questionnaires sent to employees or suppliers (during the data collection phase).
Organise a kick-off meeting for the collection with the identified people.
It is possible to complete the mapping of flows iteratively throughout the collection with the activity data values opposite the main flows, to obtain an quantified mapping of flows illustrative and educational.
Advanced level: criteria H3, I3 and J3
Although collection is theoretically monitored to be carried out as much as possible on an ongoing basis, Stakeholder engagement must not be neglected. A 🙋 Empowerment of contacts is expected. The messages and content to be communicated are:
For stakeholders targeted by the data collection: inform the resource persons (data holders) about the importance of everyone’s engagement in the data collection. Explain the relevance of the sought data (raise awareness about the importance of physical data, about the order of magnitude of the activity data in GHG emissions, concrete examples of how the organisation uses the data).
For external stakeholders (for example customers and suppliers): the organisation holds them accountable by emphasising interdependence on these decarbonisation issues, possible commitments across the value chain, collective work on the transition plan, and data exchange (the organisation provides in return the results of the Bilan Carbone® enabling its value chain to consolidate its own).

Conference on the importance of collective engagement of an entire value chain
In principle for an Advanced level, most data are already collected on an ongoing basis but it is recommended not to neglect this step and to take advantage of this dedicated time to broaden accountability to other internal or external targets.
