How is the evaluation process of the approach structured?
Overall evaluation process
The evaluation of a Bilan Carbone® includes several steps, each of which may involve one or more actors. To go into detail on this process, a diagram is offered in the Assessment evaluation guide.
Structure of an evaluation
The evaluation carried out by the authorized experts is structured into four steps:
The collection of general information specific to the evaluation for monitoring and traceability purposes
The evaluation of the prerequisites of the different methods
The assessment of compliance with the methodological criteria
The evaluation of the orders of magnitude, consistency of the assessment and relevance of its transition plan
This first step of the evaluation aims to gather information concerning the evaluation itself for monitoring and traceability purposes.
This step aims to verify that the prerequisites for the evaluation are met. This may concern the availability of documents necessary for the evaluation, the training of the project team that conducted the Bilan Carbone®, the tool used to carry out the assessment, hierarchical involvement...
If there is a shortcoming in at least one of these points, the review of the methodological criteria that follows will not be able to result in an assessed and validated report according to the evaluation guide.
This step concerns the proper respect of the Bilan Carbone® method as described in this guide. For each maturity level, the different criteria (summarised here) are to be evaluated.
The evaluation of each criterion involves examining the supporting documents requested in section 6.1, the evaluation method is specified in the Assessment evaluation guide and is covered in more depth during evaluator trainings provided by the ABC.
This step allows the evaluator to take a step back from the information meeting the methods' requirements.
The evaluation team, having expertise in carbon accounting and more specifically in the organisation's sector of activity, checks the consistency of the assessment evaluated as well as the relevance of the transition plan.
