5.4 - Implementation of the transition plan
What recommendations shall be applied following the Bilan Carbone® to implement the planned actions?

The implementation phase of actions is subsequent to the Bilan Carbone®. However, it is nevertheless the initiator.
The Bilan Carbone® method does not impose any obligation on how to implement the transition plan, but makes the following recommendations:
🔎 These recommendations are aligned with the Guide for the construction, implementation and monitoring of a transition plan of ADEME:
Validation of the transition plan : validation by the management of the organisation is important. It leads to an easier allocation of the resources required for each action.
Provision of necessary resources : The organisation shall ensure the availability of financial, organisational, human and material resources so that the transition plan can be properly carried out. This also takes into account training and skill development of the people responsible for its monitoring and implementation.
Communication of the transition plan and Stakeholder engagement : this step is fundamental in order to integrate all stakeholders into the approach and thereby enable its deployment. The provision of human and technical means will thus be strengthened.
Finally, a process of annual monitoring of significant activity data. shall be put in place, aiming to evaluate/correct/readapt the actions throughout the implementation of the transition plan in order to better adapt to the organisation's current situation. But also enabling toevaluate the success of the action plan.
Implementing the actions constitutes the main purpose of a low-carbon transition approach. All steps of the Bilan Carbone® must then enable a real, effective and smooth execution of the planned actions. This step is unique to each organisation, and requires a personalised approach to ensure its success.
