5.4 - Implementing the transition plan
What recommendations should be applied following the Bilan Carbone® to implement the planned actions?

The implementation phase of the actions is subsequent to the Bilan Carbone® approach. However, it is the prescriber of it.
The Bilan Carbone® method does not impose any obligation on how to implement the transition plan, but makes the following recommendations:
🔎 These recommendations are aligned with the Guide for building, implementing and monitoring a transition plan of ADEME:
Validation of the transition plan : validation by the organization's management is important. It leads to easier deployment of the resources required for each action.
Provision of the necessary resources : The organization ensures the availability of financial, organizational, human and material resources so that the transition plan can be properly carried out. This also takes into account training and upskilling of the people responsible for its monitoring and implementation.
Communication of the transition plan and stakeholder engagement : this step is fundamental in order to include all stakeholders in the process and thus enable its deployment. The provision of human and technical means will thus be reinforced.
Finally, a process of annual monitoring must be put in place, aimed at evaluating/correcting/readapting the actions throughout the implementation of the transition plan in order to better adapt to the organization's current situation. But also allowing toevaluate the success of the action plan.
The implementation of actions constitutes the main purpose of a low-carbon transition approach. All steps of the Bilan Carbone® must then allow for a real, effective and smooth execution of the planned actions. This step is unique to each organization, and requires a personalized approach to ensure its success.
