7.2 - The evaluation process
How is the evaluation process of the approach structured?

Overall process of the evaluation
The evaluation of a Bilan Carbone® comprises several stages, each of which may involve one or more actors. To go into detail of this process, a diagram is offered in the Guide for the evaluation of a Bilan Carbone®.
Structure of an evaluation
The evaluation carried out by the authorised experts is structured into four stages:
The collection of general information specific to the evaluation for monitoring and traceability purposes
The evaluation of the prerequisites of the different methods
The evaluation of compliance with the methodological criteria
The evaluation of the orders of magnitude, consistency of the assessment and relevance of its transition plan

This first stage of the evaluation aims to gather information concerning the evaluation itself for monitoring and traceability purposes.
This stage aims to verify that the prerequisites for the evaluation are met. This may concern the availability of documents necessary for the evaluation, the training of the project team that carried out the Bilan Carbone®, the tool used to carry out the assessment, senior management involvement...
If there is a failure on at least one of these points, the control of the methodological criteria that follows will not be able to result in an assessed and validated report according to the evaluation guide.
This stage concerns the proper observance of the Bilan Carbone® method as described in this guide. For each maturity level, the different criteria (summarised here) are to be evaluated.
The evaluation of each criterion involves the study of the supporting documents requested in section 6.1, the mode of evaluation is specified in the Guide for the evaluation of a Bilan Carbone® and is further developed during evaluator trainings delivered by the ABC.
This stage allows the evaluator to take a step back from the information meeting the method requirements.
The evaluation team, having expertise in carbon accounting and more particularly in the organisation's sector of activity, verifies the consistency of the assessment evaluated as well as the relevance of the transition plan.
More information and details on what is evaluated are available in the Guide for the evaluation of a Bilan Carbone®.
