# 7 - Introduction to approach evaluation

One of the fundamental aspects of the Bilan Carbone® method is transparency throughout the entire calculation process, from the choice of boundaries to the means of communication with stakeholders.

The [evaluation](/english/annexes/glossaire.md#evaluation-dun-bilan) of a Bilan Carbone® thus ensures the reliability of results. It also makes it possible to identify blocking points and areas for improvement between two assessments carried out by an organisation. Evaluation is a voluntary step with two objectives:

* [Verifying](/english/annexes/glossaire.md#verification) that the assessment meets the requirements of the Bilan Carbone® method
* Confirming the maturity level of the organisation carrying out its assessment (this point can be useful for knowing which complementary approach to the Bilan Carbone® can be initiated thereafter)

The organisation must:

* [Step 7.1](/english/7-evaluation-and-quality-of-the-bilan-carbone-r/7.1-preparer-levaluation-de-son-bilan.md): prepare the evaluation of its assessment (enter into a contract with an authorised evaluation team and compile the deliverables for the evaluation)
* [Step 7.2](/english/7-evaluation-and-quality-of-the-bilan-carbone-r/7.2-le-process-devaluation.md): understand the evaluation process
* [Step 7.3](/english/7-evaluation-and-quality-of-the-bilan-carbone-r/7.3-resultat-de-levaluation.md): understand the evaluation result

## Glossary relating to Evaluation

All terms relating to the stages of boundary identification are explained in the [glossary](/english/annexes/glossaire.md). They are recalled below:

* Evaluation of assessments: Process ensuring the reliability and transparency of assessments and their results. It also makes it possible to identify blocking points and areas for improvement between two assessments carried out by an organisation. Evaluation includes the verification and validation of assessments. The evaluation of the Bilan Carbone® follows the instructions described in the [Assessment Evaluation Guide](/english/annexes/bibliographie.md#labc-et-les-ressources-complementaires-au-bilan-carbone-r).
* Validation of assessments: Evaluation of effects that have not yet occurred, concerning the evaluated assessment. For example: validation of the transition plan (concept derived from [ISO 17029](/english/annexes/bibliographie.md) and ISO 14066).
* Verification of assessments: Evaluation of effects that have already occurred, within the framework of the evaluated assessment. For example: verification of data used during the calculation of the GHG emission profile, verification of results obtained, verification of uncertainties, among others (concept derived from [ISO 17029](/english/annexes/bibliographie.md) and ISO 14066).
* Self-evaluation: Following the Bilan Carbone® evaluation process internally and independently, using the freely accessible evaluation guide. Self-evaluation therefore does not involve the evaluation process by an authorised evaluator (trained and certified). A self-evaluation allows for internal use: targeting whether or not certain criteria of the targeted maturity levels are achieved, progressing in continuous improvement, verifying the relevance of launching an external evaluation, confirming one's maturity internally and therefore the interest in moving on to complementary low-carbon transition approaches. A self-evaluation does not allow an organisation to declare its Bilan Carbone® approach as having been evaluated, nor to communicate the result obtained externally.
* Evaluation team: All persons responsible for the verification and validation of the assessment. The entire team meets the competencies and principles required [below](/english/7-evaluation-and-quality-of-the-bilan-carbone-r/7.1-preparer-levaluation-de-son-bilan.md). The evaluation team is led by an evaluation lead, who directs the evaluation of a given assessment, ensures it runs smoothly and produces the final evaluation report. They may be accompanied by various experts depending on the complementary competencies required for the smooth running of the evaluation process.

## Governance relating to Evaluation

The governance of the evaluation step falls within the [overall governance](/english/1-scoping-the-approach/1.2-definir-le-pilotage-de-la-demarche-bilan-carbone-r.md) of the Bilan Carbone® approach presented previously. The coordinator is responsible for steering the preparation of the deliverables required for the evaluation, and liaises with the evaluation team.

As the evaluation is carried out by independent third parties (see the [evaluation team](/english/7-evaluation-and-quality-of-the-bilan-carbone-r/7.1-preparer-levaluation-de-son-bilan.md)), the completion of this step is necessarily outsourced by the target organisation of the GHG assessment.

## Awareness relating to Evaluation

A [mobilisation action](https://github.com/ABC-TransitionBasCarbone/methode-bilan-carbone/blob/translated-en/3-mobilisation-des-parties-prenantes/3.1-programmer-les-phases-de-mobilisation) is possible at the end of Step 7. It aims at the [reporting and communication](/english/3-stakeholder-engagement/3.1-programmer-les-phases-de-mobilisation/3.1.5-en-synthese-de-la-demarche.md) around the evaluation results, in summary of the approach.

## Requirements relating to Evaluation

As a reminder, Step 7 is voluntary: there are no specific requirements associated with evaluation. Conversely, it is the evaluation that will verify whether all the [requirements](/english/1-scoping-the-approach/1.1-definir-son-niveau-de-maturite-bilan-carbone-r.md#comparatif-des-criteres-des-niveaux-de-maturite-pour-lamelioration-continue-du-bilan-carbone-r) for each of the maturity levels have been met.
