# 5.5 - Monitoring and management of the transition plan

To ensure that a [transition plan](/5-plan-de-transition/5-introduction-au-plan-de-transition.md) meets the organisation's needs, it is essential to monitor it throughout its implementation. Monitoring aims to ensure that actions are aligned with the organisation's expected emission reduction objectives. This monitoring must be periodic and will be based on significance, with certain emission categories monitored more regularly than others (categories affected by the transition plan and "at risk" categories).

Each action in the transition plan has various associated indicators, allowing their implementation to be assessed, their progress and the evolution of the emissions associated with them to be analysed, i.e. their performance. Three categories of indicators are distinguished:

## Implementation Indicators

This type of indicator allows the **status** of the relevant action to be signalled:

* Have the prerequisites been met?
* Have the preliminary actions been put in place?
* Are the stakeholders involved in implementing the actions engaged?
* Is the action scheduled? launched? in progress? finalised?

In this context, implementation indicators could be as follows: "The facilitators have been identified and contacted", "The dates of the sessions have been set", "The organisation's staff have been informed".*

## Monitoring Indicators

Monitoring indicators focus on the **activity data** concerned by the actions in the transition plan. They characterise the progress of the action by giving intermediate results. They are often expressed as percentages.

In this context, monitoring indicators could be as follows: "Percentage of all staff who have participated in a workshop", "Number of sessions completed".*

## Performance Indicator

A performance indicator demonstrates the **improvement** in terms of carbon *impact* that the organisation *observes* since the implementation of an action, and therefore the effectiveness of the action.

The performance indicator implies recalculating certain significant emissions of the organisation (in \_tCO\_₂e). These indicators therefore concern primarily the [Standard and Advanced maturity levels](/english/1-scoping-the-approach/1.1-definir-son-niveau-de-maturite-bilan-carbone-r.md).

In this context, performance indicators could be as follows: "Tonnes of CO2e/FTE for the organisation's internal/direct emissions". It is worth noting that this performance indicator is not specific to the workshop action, but is still relevant to monitor. If emissions decrease, the workshop may have been beneficial. If emissions increase, it means it is insufficient.*

## Requirements relating to indicators

Here are the various requirements and recommendations for each [maturity level](/english/1-scoping-the-approach/1.1-definir-son-niveau-de-maturite-bilan-carbone-r.md):

<summary>Initial Level: criterion S1</summary>

Action implementation indicators and monitoring indicators are put in place when writing the action sheets. The use of a monitoring system, such as a dashboard, is recommended but not mandatory.

In cases where actions are monitored, monitoring is to be done internally.

Monitoring of significant emissions (to provide performance indicators) between each renewal of the Bilan Carbone® is not required, but is recommended.

<summary>Standard Level: criterion S2</summary>

Action implementation and monitoring indicators are mandatory. In addition, performance indicators allow the most significant emissions to be monitored.

Monitoring of the transition plan is to be done at each renewal, but it is recommended to do so annually (at least for the most significant actions).\
It is done internally and with the help of a [dashboard](#tableau-de-bord)-type monitoring system. The monitoring system thus allows changes to be understood, particularly regarding reduction performance (monitoring of the most significant emissions).

Furthermore, actions not completed from previous transition plans are to be integrated into new ones to ensure continuity.

Interpretation of results can be done logically by integrating external factors into their analysis *(for example, lower heating use due to a milder winter)*.

<summary>Advanced Level: criterion S3</summary>

Implementation and monitoring indicators are mandatory. The organisation also organises the monitoring of performance indicators, which involve tracking significant emissions.

They allow the effects of the transition plan and the progress of actions to be monitored.

Monitoring of indicators is to be done annually, but it is recommended to do so semi-annually. It is to be done internally. A dashboard-type system is used.

Interpretation of results can be done logically by integrating external factors into their analysis *(for example, lower heating use due to a milder winter)*.

Monitoring of the transition plan is anchored in the organisation's overall strategy and is reported periodically to management, at minimum annually. The performance indicators (emissions in tCO2e) monitored by management are KPIs ("Key Performance Indicators") for the organisation.

## Monitoring System

A monitoring system, of the dashboard type for tracking transition plan actions and indicators, is periodically completed internally by the Bilan Carbone® Coordinator of Standard and Advanced maturity level organisations. It enables easier monitoring of indicators associated with actions. A tool is offered by ABC as a [resource](/english/annexes/annexes/annexe-10-ressource-pour-le-plan-de-transition.md#suivre-les-indicateurs). This does not translate into imposed discussion arrangements around monitoring; these are at the organisation's discretion.

This tool also enables the recalculation of significant emissions, which serve as performance indicators for the transition plan.

The Bilan Carbone® method [recommends](/english/4-accounting/4.2-methode-de-collecte-des-donnees-dactivite.md), via this monitoring system, **automating** the monitoring of real physical data, particularly those responsible for significant emissions. This allows the focus to be on data analysis, annual monitoring, the valorisation of implemented actions, their reorientation if needed, among other things, rather than on data collection.
