# 3.1.4 - For the construction of the transition plan

The method defines the expected outcomes, that is, the messages and content to be conveyed within the framework of [Stakeholder Engagement](/3-mobilisation-des-parties-prenantes/3-introduction-a-la-mobilisation.md).

Conversely, the method is designed to be flexible and does not impose any specific means, tools or formats. [Resources](/english/annexes/annexes/annexe-9-ressources-pour-la-mobilisation.md) are provided in the annex to give some inspiring examples.

Here are the various recommendations that make it possible to comply with the [requirements](/english/3-stakeholder-engagement/3-introduction-a-la-mobilisation.md#exigences-relatives-aux-etapes-de-mobilisation) in terms of Stakeholder Engagement:

* For all targeted stakeholders: Provide a collective discussion space on the choice of actions to be taken and/or their content. Link the diagnosis to the need for a strategy and transition plan. Present the available solutions. Put into perspective the notions of feasibility, acceptability, "cost of implementation" and "cost of inaction".

* Co-construction workshops: these workshops may differ depending on the target audience (internal project team, employees, or management). They allow room for debates, controversies and negotiations.
* Prepare an action review in advance of the co-construction: what has been done, is in progress or is planned. What has been cancelled or postponed, with explanations and any corrective measures. What has or has not achieved its objective.
* Prepare "action recommendations" in advance of the co-construction, on which the target audiences will be invited to work, debate and select based on several indicators (see [section 5.3](/english/5-transition-plan/5.2-construction-du-plan-daction.md)).
* For simple and consensual emission profiles, it may be relevant to run this phase immediately after the presentation of the organisation's emission profile, to take advantage of a good understanding of significant emission categories and action priorities. For complex emission profiles, dedicated workshops may take place separately.

The messages and content to be conveyed are:

* For all targeted stakeholders: Provide a collective discussion space on the choice of actions to be taken and/or their content. Link the diagnosis to the need for a strategy and transition plan. Present the available solutions. Put into perspective the notions of feasibility, acceptability, "cost of implementation" and "cost of inaction". Make the link between climate issues, the assessment and the reduction objectives. Seriously deepen the priority themes for the transition plan (significant emission categories).
* Specific to management: Specific focus on the sector and the organisation's profile, referring to the :bar\_chart: paragraph below.
* For internal employees and external stakeholders: Present the impacts and actions that involve the employees in order to empower them (example of home-to-work commuting actions). Importance of everyone's commitment to implementing the action plan (shared project), and therefore to their selection and construction.

* Project team and internal project coordinators
* Management, including the managers or representatives from the various departments of the organisation
* Internal employees: A representative panel of those who may be concerned by the implementation of actions such as operational functions (purchasing, production, communications, finance and accounting). It is optional but relevant to extend to other internal employees (staff, volunteers) on a voluntary basis.
* External stakeholders: certain upstream or downstream external stakeholders (having a key impact on the value chain).

:bar\_chart: For this Advanced level, specific messages must be adapted to the context and profile of the organisation. The organisation must become aware of what is being done in its sector, notably the actions of similar or competing organisations. The organisation must also become aware of its impact and its role (based on its size and activities). To do this, it draws if necessary on the results of the [risk identification](/english/2-scope-of-the-approach/2.5-identification-des-risques-et-opportunites-de-transition.md#niveau-3-une-analyse-des-risques-complete-est-effectuee-et-fait-partie-integrante-des-processus-de-d) or on assistance with the [classification of "profiles"](/english/annexes/annexes/annexe-9-ressources-pour-la-mobilisation/classification-des-profils-dorganisations.md), which recommends messages to be adapted to the organisation's sector profile. In summary, in a "lower-emitting" sector, the organisation seeks to influence its value chain. In a "very high-emitting" sector, the organisation seeks to maximise its carbon reduction. In an "at-risk" sector, the organisation begins reflecting on the sustainability of its model.

The method does not require the use of specific awareness tools or formats, as long as the above messages are conveyed. However, several [formats are proposed](/english/annexes/annexes/annexe-9-ressources-pour-la-mobilisation.md):

* Hold a dedicated day bringing together all stakeholders and allowing several sessions: appropriation workshops, focus on GHG results and profiles, and work on actions to initiate.
* For simple and consensual emission profiles, it may be relevant to run this phase immediately after the presentation of the organisation's emission profile, to take advantage of a good understanding of significant emission categories and action priorities. For complex emission profiles, dedicated workshops may take place separately.
* Prepare an action review in advance of the co-construction: what has been done, is in progress or is planned. What has been cancelled or postponed, with explanations and any corrective measures. What has or has not achieved its objective.
* For this Advanced level, it is important at this stage of the approach that all engaged stakeholders are acculturated: the information conveyed may be dense and comprehensive.
* For organisations following [analytical carbon accounting](/english/annexes/bibliographie.md#guides-pratiques), co-construction sessions can be held by analytical axes corresponding to internal stakeholders within the organisation (site, team, project, product, subsidiary, franchisee, activity). This allows potential actions to be identified at all scales of the organisation.
