# 3.1.2 - At the launch of data collection

The method defines the expected outcomes, that is, the messages and content to be conveyed within the framework of [Stakeholder Engagement](/3-mobilisation-des-parties-prenantes/3-introduction-a-la-mobilisation.md).

Conversely, the method is designed to be flexible and does not impose any specific means, tools or formats. [Resources](/english/annexes/annexes/annexe-9-ressources-pour-la-mobilisation.md) are provided in the annex to give some inspiring examples.

Here are the various recommendations that make it possible to comply with the [requirements](/english/3-stakeholder-engagement/3-introduction-a-la-mobilisation.md#exigences-relatives-aux-etapes-de-mobilisation) in terms of Stakeholder Engagement:

The method recommends running this engagement phase upstream of the data collection, therefore upstream of [step 4 - accounting](/4-comptabilisation/4-introduction-a-la-comptabilisation-des-emissions.md).

Explain the relevance of the data sought (raise awareness of the importance of physical data, of the order of magnitude of the activity data in GHG emissions, concrete example of the organisation's use of the data).

* Include "*Did you know?*" inserts in questionnaires sent to employees or suppliers (during the data collection phase).
* Organise a collection launch meeting with the identified parties.
* It is possible to complete the flow mapping iteratively throughout the collection process with the activity data values facing the main flows, to obtain an illustrative and educational [quantified flow map](/english/2-scope-of-the-approach/2.4-perimetre-operationnel.md#exigences-relatives-a-la-cartographie-des-sources-demissions).

Although collection is theoretically monitored to be done on a rolling basis as much as possible, engagement must not be neglected. :person\_raising\_hand: [Empowerment](/english/3-stakeholder-engagement/3-introduction-a-la-mobilisation.md#responsabilisation) of the relevant parties is expected. The messages and content to be conveyed are:

* For stakeholders targeted by data collection: inform the relevant parties (data holders) of the importance of everyone's commitment to data collection. Explain the relevance of the data sought (raise awareness of the importance of physical data, of the order of magnitude of the activity data in GHG emissions, concrete example of the organisation's use of the data).
* For external stakeholders (example of clients and suppliers): the organisation empowers them by emphasising interdependence on these decarbonisation issues, possible commitments from the value chain, collective work on the transition plan, and data exchange (the organisation transmits in return the results of the assessment, enabling its value chain to consolidate its own).

* Use of an illustrative and educational [quantified flow map](/english/2-scope-of-the-approach/2.4-perimetre-operationnel.md#exigences-relatives-a-la-cartographie-des-sources-demissions) and/or an [analytical map](/english/2-scope-of-the-approach/2.4-perimetre-operationnel.md#optionnel-pour-un-niveau-avance-cartographie-analytique).
* Conference on the importance of collective commitment across an entire value chain
* In principle, for an Advanced level, most data is already collected on a rolling basis, but it is recommended not to neglect this step and to take advantage of this dedicated time to extend empowerment to other internal or external targets.
