# 3.1.1 - At the launch and scoping of the Bilan Carbone®

The method defines the expected outcomes, that is, the messages and content to be conveyed within the framework of [Stakeholder Engagement](/3-mobilisation-des-parties-prenantes/3-introduction-a-la-mobilisation.md).

Conversely, the method is designed to be flexible and does not impose any specific means, tools or formats. [Resources](/english/annexes/annexes/annexe-9-ressources-pour-la-mobilisation.md) are provided in the annex to give some inspiring examples.

Here are the various recommendations that make it possible to comply with the [requirements](/english/3-stakeholder-engagement/3-introduction-a-la-mobilisation.md#exigences-relatives-aux-etapes-de-mobilisation) in terms of Stakeholder Engagement:

The method recommends running this engagement phase during [step 1 - initiating a Bilan Carbone®](/1-cadrage-de-la-demarche/1.1-definir-son-niveau-de-maturite-bilan-carbone-r.md).

* For all targeted stakeholders: *understanding the approach*:\
  Present elements related to the project launch, objectives, process, timeline and resources allocated to the project.
* For all targeted stakeholders: *understanding why we are doing it*:\
  Present elements related to the project context: basic awareness of energy and climate issues, some scientific foundations of carbon accounting, regulatory history and outlook, anticipation of [physical and transition risks](/english/2-scope-of-the-approach/2.5-identification-des-risques-et-opportunites-de-transition.md), presentation of the potential opportunities and co-benefits of the approach.
* Specific to management: *understanding what is in it for them*:\
  Present the [vulnerabilities and opportunities](/english/2-scope-of-the-approach/2.5-identification-des-risques-et-opportunites-de-transition.md#niveau-1-une-identification-rapide-des-risques-pertinents-pour-lorganisation) for an organisation in general, and begin to address the [next steps of Bilan Carbone®](/english/introduction-to-the-low-carbon-transition/quelle-integration-du-bilan-carbone-r-au-sein-dune-demarche-de-transition-bas-carbone.md#le-bilan-carbone-r-dans-une-demarche-de-transition-bas-carbone).

The method does not require the use of specific awareness tools or formats, as long as the above messages are conveyed. However, several [formats are proposed](/english/annexes/annexes/annexe-9-ressources-pour-la-mobilisation.md), including an [issues popularisation kit](/english/annexes/annexes/annexe-9-ressources-pour-la-mobilisation/vulgarisation-des-enjeux-bilan-carbone-r.md), which is particularly suitable here. Other formats may be relevant, such as workshops (example: [Climate Fresk](/english/annexes/annexes/annexe-9-ressources-pour-la-mobilisation/autres-formats-recommandes.md#la-fresque-du-climat)) that appeal to participants' emotions, focusing mainly on the issues and first avenues for action.

  Present elements related to the project context: in-depth awareness of energy and climate issues, scientific foundations of carbon accounting, regulatory history and outlook, anticipation of [physical and transition risks](/english/2-scope-of-the-approach/2.5-identification-des-risques-et-opportunites-de-transition.md), presentation of potential opportunities and co-benefits of the approach, opening up to other planetary boundaries and related issues (adaptation, biodiversity, resource depletion).
* Specific to management: *understanding what is in it for them*:\
  Focus on the Bilan Carbone® issues of the organisation in question. The vulnerabilities and opportunities specific to the organisation (dependence on fossil fuels, regulatory, business, image, etc.) are addressed in [step 2.5](/english/2-scope-of-the-approach/2.5-identification-des-risques-et-opportunites-de-transition.md) of the approach. Begin to address the [next steps of Bilan Carbone®](/english/introduction-to-the-low-carbon-transition/quelle-integration-du-bilan-carbone-r-au-sein-dune-demarche-de-transition-bas-carbone.md#le-bilan-carbone-r-dans-une-demarche-de-transition-bas-carbone). Provide examples of transition journeys from other organisations.
* Specific to the project team: *building skills in carbon accounting*:\
  Mastering the notion of emission factors (how they work, changes over time), mastering the notion of uncertainties (how they work, consequences of the collected data), having orders of magnitude between activity data and associated emissions, having general figures on sectors.

* Management, including the managers to be involved in the approach (example: representatives from the various departments of the organisation)

The method does not require the use of specific awareness tools or formats, as long as the above messages are conveyed. However, several [formats are proposed](/english/annexes/annexes/annexe-9-ressources-pour-la-mobilisation.md):

* An [issues popularisation kit](/english/annexes/annexes/annexe-9-ressources-pour-la-mobilisation/vulgarisation-des-enjeux-bilan-carbone-r.md), which is particularly suitable here.
* Workshops (example: [2 tonnes](/english/annexes/annexes/annexe-9-ressources-pour-la-mobilisation/autres-formats-recommandes.md)) that appeal to participants' emotions, allowing manipulation of orders of magnitude and debate on reduction actions.
* Skills development in carbon accounting can be done pedagogically through a practical case study. For example, through training part of the project team in the Bilan Carbone® method, [as required at the Standard level.](/english/1-scoping-the-approach/1.1-definir-son-niveau-de-maturite-bilan-carbone-r.md#comparatif-des-criteres-des-niveaux-de-maturite-pour-lamelioration-continue-du-bilan-carbone-r)

<summary>Advanced Level: criteria H3, I3 and J3</summary>

At the launch of the Bilan Carbone® approach, :brain: [awareness and popularisation](/english/3-stakeholder-engagement/3-introduction-a-la-mobilisation.md#sensibilisation-et-vulgarisation) of the issues is expected. This knowledge is a prerequisite for Advanced maturity. It is therefore primarily a matter of reminders and updates. The messages and content to be conveyed are:

* For the project team and management: A few reminders to *understand the approach, understand why we are doing it, understand what is in it for us,* as presented in the Standard level.
* For the project team and management: Updating knowledge on what has changed since the last assessment (changes in scientific knowledge, events, news).
* Specific to management: Tailoring awareness to the Bilan Carbone® issues of the organisation in question: vulnerabilities and opportunities specific to the organisation (dependence on fossil fuels, regulatory, business, image, etc.) addressed in [step 2.5](/english/2-scope-of-the-approach/2.5-identification-des-risques-et-opportunites-de-transition.md) of the approach. Reporting on what is being done in the sector (international targets, possible voluntary commitments in the organisation's sector, examples of similar or competing organisations).

For this third maturity level, two additional engagement actions are expected:

* Specific to management: Refining the role of the organisation (decarbonising itself, decarbonising others, influencing), discussing and debating changes in business models or systemic changes.

* Specific to internal employees or other external stakeholders: to engage them in the approach, reminder of deadlines and expected level of participation from each stakeholder in the upcoming steps.

* Project team and internal project coordinators: the team is trained in the Bilan Carbone® method and therefore does not necessarily need to be a target of this first awareness and popularisation step (apart from a knowledge update). On the other hand, it is imperative to ensure that an internal team is capable of facilitating these engagement phases with other stakeholders.
* Management: extend to other members of management and department heads who have not yet been made aware or empowered at this stage.
* Other stakeholders (internal employees, upstream and downstream stakeholders)

:bar\_chart: For this Advanced level, specific messages must be adapted to the context and profile of the organisation. The organisation must become aware of what is being done in its sector:

1. Sector constraints (regulatory frameworks, international targets, etc.)
2. Sector news (sectoral decarbonisation plans, think tanks, etc.)
3. Feedback and experience-sharing (possible voluntary commitments in the sector, examples of similar or competing organisations)

The method does not require the use of specific awareness tools or formats, as long as the above messages are conveyed. However, several [formats are proposed](/english/annexes/annexes/annexe-9-ressources-pour-la-mobilisation.md):

* To meet the engagement requirements of an Advanced level (reminders and knowledge updates, adaptation of messages to the organisation's profile), the Bilan Carbone® method recommends sending a knowledge questionnaire in advance: to assess the level of knowledge and adapt the awareness section and depth of coverage.
* Management is the priority target here: the [training](/english/training-and-tools-for-applying-the-method/formations-a-la-methode-bilan-carbone-r.md) for decision-makers in the Bilan Carbone® method meets the engagement requirements of step 1.
* At this maturity level, the engagement content can be reversed: it is for the "already aware" management to share their feedback to disseminate, influence, and engage the sector or territory.
* In principle, for an Advanced level, most targets will have already undergone awareness and engagement phases elsewhere. It is recommended not to neglect this step but to take advantage of this dedicated time to:
  * Update and align the level of knowledge of participants (potential staff turnover)
  * Extend to other internal or external targets
  * Maintain motivation with a dedicated strategy (framing the recurrence of engagement, varying the formats, framing the aim: general public, technical, or strategic).
