# 1.2 - Define the coordination of the Bilan Carbone® approach

The organisation must establish a coordination framework and internal governance enabling the completion of the approach and the achievement of the associated [criteria](#exigences-relatives-au-pilotage-du-bilan-carbone-r). The organisation must ensure that those involved have the necessary methodological skills and are trained in the use of the tools employed, as well as in the construction and implementation of transition plans.

## Requirements relating to the coordination of the Bilan Carbone®

The following are the various requirements and recommendations, for each of the [maturity levels](/english/1-scoping-the-approach/1.1-definir-son-niveau-de-maturite-bilan-carbone-r.md), which fulfil increasingly ambitious coordination conditions.

<summary>Beginner level: criteria A1, B1, C1 and D1</summary>

#### Management

Management must request or at minimum be informed of the carrying out of the Bilan Carbone®. It informs its staff of the launch of the approach and their possible participation.

#### Coordination

For the carrying out of a Beginner-level Bilan Carbone®, a Coordinator is appointed internally. They coordinate the approach and oversee the operational implementation of the Bilan Carbone®, for which two options are possible:

* The approach is carried out internally; the Coordinator acts alone or with internal operational project staff assembled into a project team. These project staff are trained in the Bilan Carbone® method. They use ABC tools (Bilan Carbone® software or spreadsheet), or, failing that, a tool compliant with the Bilan Carbone® method.
* The approach is [supported by a specialist consulting firm](/english/annexes/faq.md#comment-trouver-un-prestataire-et-consultant-bilan-carbone-r); the operational staff are Consultants trained in the Bilan Carbone® method. They support the implementation of the approach, either in its entirety or on certain key phases. They use ABC tools (Bilan Carbone® software or spreadsheet), or, failing that, a tool compliant with the Bilan Carbone® method.

This choice may vary according to the organisation's ambition: a one-off project will more easily be handled by an external provider, while a long-term approach should be carried out internally.

For reference, the introductions to each of the 7 steps of the method may provide indications on the sizing of time to be allocated.

#### Transition plan

The transition plan of a Beginner-level organisation is the responsibility of the **Coordinator** of the Bilan Carbone®, as well as the **project staff**. They take charge of:

* its [**construction**](/english/5-transition-plan/5.2-construction-du-plan-daction.md)**.** This will require a [mobilisation phase](#mobilisation-relative-au-plan-de-transition).
* the [**implementation**](/english/5-transition-plan/5.4-mise-en-oeuvre-du-plan-de-transition.md) of the actions comprising it (in collaboration with the action owners identified for each action).
* its [**monitoring**](/english/5-transition-plan/5.5-suivi-et-pilotage-du-plan-de-transition.md) throughout its implementation.

The implementation, as well as the monitoring of the transition plan, are to be carried out internally within the organisation.

#### Documentation

The organisation must establish and maintain documentation concerning its carbon accounting. This documentation must in particular detail:

* The Deliverables obtained at each step of the approach, which are subject to an [internal report](/english/6-summary-and-reporting/6.1-restitution-du-bilan-carbone-r.md).
* The names of the staff members who participated in these exercises and the training they have completed.

This documentation must be used at the renewal of the Bilan Carbone® and for a potential [evaluation](/english/7-evaluation-and-quality-of-the-bilan-carbone-r/7-introduction-a-levaluation-de-la-demarche.md).

#### Renewal

The organisation must anticipate the [renewal](/english/6-summary-and-reporting/6.3-renouvellement-et-amelioration-continue.md) of the approach, which takes place at minimum every 4 years for a Beginner-level Bilan Carbone®.

The organisation must improve the coordination of the Bilan Carbone® approach from one exercise to the next, in order to progressively reach higher maturity levels.

<summary>Standard level: criteria A2, B2, C2 and D2</summary>

#### Management

Management must request the carrying out of the Bilan Carbone®. It informs its staff of the launch of the approach and their possible participation.

At least part of the organisation's management must be mobilised. The results of the approach are reported to management, which participates in the development of the transition plan.

#### Coordination

The Coordinator must be [trained](/english/annexes/faq.md#comment-se-faire-former-officiellement-a-la-methode-bilan-carbone-r) in the Bilan Carbone® method. They must, as applicable, have already carried out the previous Bilan Carbone®, or have benefited from the knowledge transfer of the previous assessment.

A project team made up of operational project staff trained in the Bilan Carbone® method must be formed around the Coordinator. A specialist consulting firm trained in the Bilan Carbone® method may be called upon for certain parts of the approach, in particular for [accounting](/4-comptabilisation/4-introduction-a-la-comptabilisation-des-emissions.md). They use ABC tools (Bilan Carbone® software or spreadsheet), or, failing that, a tool compliant with the Bilan Carbone® method.

For reference, the introductions to each of the 7 steps of the method may provide indications on the sizing of time to be allocated.

#### Transition plan

The transition plan of a Standard-level organisation depends on different people:

* its [**construction**](/english/5-transition-plan/5.2-construction-du-plan-daction.md) is the responsibility of the **Coordinator** of the Bilan Carbone®, as well as the **project staff**. A [mobilisation phase](#mobilisation-relative-au-plan-de-transition) will be necessary, involving the **main operational functions** that will be concerned by the implementation of the transition plan (such as the *purchasing department*, *production*, the *finance department*, *management*, among others). They must participate in its construction so that it is adapted to the organisation's activity and to those who will implement it.
* the [**implementation**](/english/5-transition-plan/5.4-mise-en-oeuvre-du-plan-de-transition.md) of the actions comprising it is the responsibility of the **Coordinator** of the Bilan Carbone®, or of the **project staff**, but the operations to be carried out are delegated to the relevant departments.
* its [**monitoring**](/english/5-transition-plan/5.5-suivi-et-pilotage-du-plan-de-transition.md) throughout its implementation is the responsibility of the **Coordinator** of the Bilan Carbone®, or of the **project staff.** The results of the approach are periodically reported to management.

The implementation, as well as the monitoring of the transition plan, are to be carried out internally within the organisation.

#### Documentation

The organisation must establish and maintain documentation concerning its carbon accounting. This documentation must in particular detail:

* The Deliverables obtained at each step of the approach, which are subject to an [internal report](/english/6-summary-and-reporting/6.1-restitution-du-bilan-carbone-r.md).
* The names of the staff members who participated in these exercises and the training they have completed.

This documentation must be used at the renewal of the Bilan Carbone® and for a potential [evaluation](/english/7-evaluation-and-quality-of-the-bilan-carbone-r/7-introduction-a-levaluation-de-la-demarche.md).

#### Renewal

The organisation must anticipate the [renewal](/english/6-summary-and-reporting/6.3-renouvellement-et-amelioration-continue.md) of the approach, which takes place at minimum every 4 years for a Standard-level Bilan Carbone®. Between each full renewal of the Bilan Carbone®, it is expected to [monitor indicators](/english/5-transition-plan/5.5-suivi-et-pilotage-du-plan-de-transition.md) through a monitoring mechanism (most significant emissions and actions implemented in the transition plan).

<summary>Advanced level: criteria A3, B3, C3 and D3</summary>

#### Management

At least one member of management must be the sponsor of the Bilan Carbone® approach. They are responsible for integrating the approach into the organisation's overall strategy. They are the guarantor of the application of the transition plan within the organisation. They must complete the [training](/english/annexes/faq.md#comment-se-faire-former-officiellement-a-la-methode-bilan-carbone-r) Bilan Carbone® for Decision-makers.

#### Coordination

The Coordinator must be [trained](/english/annexes/faq.md#comment-se-faire-former-officiellement-a-la-methode-bilan-carbone-r) in the Bilan Carbone® method. They must, as applicable, have already carried out the previous Bilan Carbone®, or have benefited from the knowledge transfer of the previous assessment. The entire Bilan Carbone® approach is internalised and coordinated by the Coordinator.

A project team made up of operational project staff trained in the Bilan Carbone® method must be formed around the Coordinator. They use ABC tools (Bilan Carbone® software or spreadsheet), or, failing that, a tool compliant with the Bilan Carbone® method. Consultants may be called upon to consolidate the approach (refining accounting through LCAs, providing strategic advice, raising awareness, etc.).

For reference, the introductions to each of the 7 steps of the method may provide indications on the sizing of time to be allocated.

#### Transition plan

The transition plan of an Advanced-level organisation depends on different people:

* its [**construction**](/english/5-transition-plan/5.2-construction-du-plan-daction.md) is the responsibility of the **Coordinator** of the Bilan Carbone®, as well as the **project staff**. A [mobilisation phase](#mobilisation-relative-au-plan-de-transition) will be necessary, involving the organisation's management, the **main operational functions** that will be concerned by the implementation of the transition plan (such as the *purchasing department*, *production*, the *finance department*, *management*, among others...), as well as certain external stakeholders (such as certain *suppliers with a key impact on the value chain*). These stakeholders participate in its construction so that it is adapted to the organisation's activity and to those who will implement it.
* the [**implementation**](/english/5-transition-plan/5.4-mise-en-oeuvre-du-plan-de-transition.md) of the actions and the [**monitoring**](/english/5-transition-plan/5.5-suivi-et-pilotage-du-plan-de-transition.md) of the transition plan are the responsibility of the relevant internal operational functions. For this purpose, internal contacts, at least one per operational function, are identified. These members have all completed the [training](/english/annexes/faq.md#comment-se-faire-former-officiellement-a-la-methode-bilan-carbone-r) Bilan Carbone® for Decision-makers, and hold positions of responsibility within the organisation. **The results of the approach are periodically reported to management** and at least one member of management is the guarantor of the application of the transition plan within the organisation\*\*.\*\*

The implementation, as well as the monitoring of the transition plan, are to be carried out internally within the organisation.

#### Documentation

The organisation must establish and maintain documentation concerning its carbon accounting. This documentation must in particular detail:

* The Deliverables obtained at each step of the approach, which are subject to an [internal report](/english/6-summary-and-reporting/6.1-restitution-du-bilan-carbone-r.md).
* The objectives and boundaries of said accounting.

This documentation must be available and communicated within the organisation and to its potential partners. This document is used for a potential [evaluation](/english/7-evaluation-and-quality-of-the-bilan-carbone-r/7-introduction-a-levaluation-de-la-demarche.md).

#### Renewal

The full Bilan Carbone® of the organisation is [renewed](/english/6-summary-and-reporting/6.3-renouvellement-et-amelioration-continue.md) at minimum every year, but the most significant emission categories and the actions undertaken in the transition plan can be monitored more regularly, whether monthly or semi-annually. A [monitoring mechanism](/english/5-transition-plan/5.5-suivi-et-pilotage-du-plan-de-transition.md) facilitating the carrying out of the assessment and the continuous monitoring of indicators relating to the transition plan must exist, enabling the organisation's overall strategy to be fed and steered.

Collective approach:

It is possible to carry out the Bilan Carbone® approach collectively, by joining together with several other organisations each wishing to carry out a Bilan Carbone®.

It is advisable to associate organisations of a similar maturity level.

These collective operations are particularly useful for organisations belonging to the same business sector or the same geographical area. They allow organisations to share best practices, provide mutual support, remain mobilised or pool resources.

The information and Deliverables obtained at the end of [Step 1](/1-cadrage-de-la-demarche/1.1-definir-son-niveau-de-maturite-bilan-carbone-r.md), and associated with the requirements above, are to be [reported](/english/6-summary-and-reporting/6.1-restitution-du-bilan-carbone-r.md) at the end of the approach:

* [x] A description of the organisation concerned by the Bilan Carbone®: business name, SIRET, SIREN, NAF code, number of FTEs;
* [x] A presentation of the Coordinator of the approach: name, position held;
* [x] A presentation of the person carrying out the Bilan Carbone®: name, training number, date of the Bilan Carbone® approach training followed, affiliated organisation (if external);
* [x] The maturity level of the organisation;
